Gloucester County is one of several counties offering a new program for residents with cognitive and medical issues that aims to minimize misunderstandings during interactions with first responders.

The county’s Special Needs Registry and Blue Envelope Program encourages families of those with cognitive or physical disabilities to participate in the voluntary registration program for juveniles and adults.

Information provided will be accessible to first responders only and is intended to improve interactions with residents during traffic stops or emergencies.

The companion Blue Envelope Program allows drivers to compile all of their important documents — driver’s license, insurance card, vehicle registration, emergency contact information — and details about the driver’s disabilities, including autism, diabetes or deafness, in one packet that the motorist keeps in the vehicle and can present to police during any interaction.

“This information assists the officer and operator in establishing effective communication and reduces the likelihood of any misunderstanding,” the prosecutor’s office said in a press release. …
