Carlisle man raped, extorted mentally disabled woman: police [Video]

A Carlisle man stole money from a disabled woman who has the mental capacity of a pre-teen, promised her an engagement ring that never came, had sex with her and asked for loans from people she knew over the course of three months, according to a criminal complaint.

Waren Mena, 31, of Carlisle was charged with rape of a mentally disabled person, indecent assault of a mentally disabled person, financial exploitation of a care dependent person, possession of a controlled substance and the use of drug paraphernalia relating to the months-long scam earlier this year.

In March, the property manager of a Carlisle assisted living facility told police that on multiple occasions, residents had seen an unknown man push past residents while they were entering the accessed controlled front door.
